Effective during the 2006-07 season Hockey Canada issued a rule emphasis on restraining and stick fouls. Restraining fouls include: Hooking / Tripping / Holding / and Interference. These penalties are to be called with very strict enforcement. For more details please click here. Bodychecking will NOT be permitted at any level other than the Major Peewee AAA and Minor Peewee AAA divisions. Please note that there will be no bodychecking permitted in any of the Scotiabank-Canadian Tire All-Star games. Checking to the Head can be considered both a minor and a misconduct penalty, or a major and game misconduct penalty, at the discretion of the referee, based on the degree of violence of impact. A match penalty could also be assessed under this rule. If a player is injured, a major and game misconduct penalty, or a match penalty must be assessed. MAJOR PENATLIES: The playing rules are the ones recognized by ODMHA (Ottawa District Minor Hockey Association) for all boys' games played. Hockey Canada rules, and the ODMHA Code of Discipline shall apply to all teams, except as noted. MOUTH GUARDS: NECK GUARDS: As a sanctioned tournament of the ODMHA, OWHA and Hockey Quebec, the Bell Capital Cup will be played without the offside pass rule (two-line pass) in effect. Teams must be ready quickly following each stoppage in play. ODMHA, OWHA and Hockey Quebec, and Hockey Quebec officials have been using this rule effectively to speed up the length of the game. Teams are NOT allowed to request stick measurements during any tournament games. No time-outs are allowed in any tournament games. |

ROUND-ROBIN PLAY AAA AA A, B House A, B, C PLAYOFF ROUNDS (excluding finals) AA, AAA A, B House A, B, C CHAMPIONSHIP GAMES AT SCOTIABANK PLACE AA, AAA A, B HOUSE A,B,C NOTE:: Arena coordinators may use their discretion for the use of the running clock. They may elect to use it, or not to use it, depending on the tournament schedule. Teams will be notified prior to the start of the game if the running clock time will apply. Also, the game clock for the first period may be started immediately following the completion of the two-minute pre-game warm-up. Teams should be ready to commence play immediately following the conclusion of the two-minute warm-up clock. PLEASE NOTE: TEAMS MUST BE PREPARED TO MOVE UP THE START TIME OF THEIR GAMES BY 20 MINUTES. THERE ARE EXTRA MINUTES BUILT INTO THE SCHEDULE AND A MERCY RULE IS IN EFFECT. TEAMS THAT ARE NOT READY TO START THEIR GAMES ON TIME OR WITHIN THE 20-MINUTE WINDOW, MAY FORFEIT SUCH GAMES AT THE DISCRETION OF THE ARENA CO-ORDINATOR. DUE TO THE NATURE OF OUR SCHEDULING, TIME RESTRICTIONS WILL BE STRICTLY ENFORCED. Shall apply if, at the beginning of the third period or at any time during the third period, a team is ahead by five or more goals, the clock will revert to running time. If the goal differential is seven goals at any time during the first or second period, then the clock shall revert to running time. If subsequently the margin is reduced to less than five goals (third period) or seven goals (first or second period), the clock will NOT revert back to stop time. This Mercy Rule is in effect for all games including round robin, playoffs and championship games. As noted above, teams must be prepared to move up their start time if the schedule allows. Teams must be ready to play 20 minutes prior to their scheduled time. |

Winning teams from each division are noted by their corresponding divisional letter. Should more than one team from the division advance to the playoff round, this is indicated by a number beside the team's letter, thereby indicating the team's final standing within their division (i.e. A1 would refer to the first place team in the A division, whereas B2 would refer to the second place team in the B division). Wildcard teams are denoted with a "WC." Should more than one wildcard team advance to the playoff round, the number found beside the "WC" indicates the wildcard team's standing/ranking as it relates to the other wildcard teams. Wildcard team(s) will be determined as the team(s) with the best record of those not qualifying for the playoffs. If there is a tie among teams, the tie will be broken as determined by the tie-breaking procedures listed within the rules. An outline of the various divisional playoff formats for the 2012 Bell Capital Cup will be available by December 12th, 2011. |

ROUND ROBIN TIE BREAKERS Round robin standings will be based on points: two (2) points for a win, one (1) point for a tie and zero (o) points for a loss.
PLAYOFF TIEBREAKERS (OVERTIME) Overtime will be played only in playoff and championship games. Overtime shall be conducted in a series of sudden death overtime periods. Competitive Divisions During all subsequent sudden-death overtimes, periods will be ten (10) minutes of stop time in length and teams will play with three (3) skaters plus a goaltender. Where a penalty would result in one team having less than 3 skaters, the penalized team shall play with 3 skaters and the other team shall add one (or two) player(s) for the duration of the penalty. House Divisions Second overtime period (if necessary): A sudden-death period comprised of ten (10) minutes stop time in length with teams playing with three (3) skaters plus a goaltender. Substitutions are allowed. Third overtime period (if necessary): A sudden-death period comprised of three (3) minutes stop time in length with teams playing with two (2) skaters plus a goaltender. Substitutions are allowed. Fourth overtime period (if necessary): A sudden-death period comprised of ten (10) minutes stop time in length with teams playing with one (1) skater plus a goaltender. Substitutions are allowed. Should the game remained tied after the fourth overtime period, subsequent ten (10) minute stop time periods with each team playing with one (1) skater and a goaltender will be played until a goal is scored. |

5. ELIGIBILITY All teams may be required to submit proof of age (birth certificates) as part of the registration package noted above. Please note that a player that does not play (at least one shift) in the Round Robin games may NOT play in any playoff games. The exception is where a player misses ALL of the round robin games due to a suspension and the suspension is served in full by playoff round commencement. In this case, the player is eligible to play in the playoffs. Please note that players may only play for ONE team in the Bell Capital Cup. |

Please check your schedule to ensure it is accurate. You are guaranteed three games against three different opponents. In the event of a conflict, please notify the Registrar as soon as possible. Scheduled game times are approximate. Your team must be ready to play 20 minutes prior to the scheduled game time. There is a mercy rule, PLUS extra time built into the schedule so you MUST be ready to play 20 minutes prior to the scheduled game time or run the risk of forfeiture. Many of the Bell Capital Cup games will begin ahead of schedule. GAME AWARDS DRESSING ROOM POLICY Each team must verify their game sheet prior to each game. A team official must sign the game sheet prior to each game noting suspensions, affiliate players (with an 'AP' beside the players name), in addition to crossing off players not participating in that game. |

9. SKILLS COMPETITION & SCOTIABANK - CANADIAN TIRE ALL-STAR GAME Each team MUST participate in the Scotiabank - Canadian Tire All-Star game and the Algonquin College Skills Competition. Any team not participating in the Scotiabank - Canadian Tire All-Star game and/or Algonquin College Skills Competition will face disciplinary actions from the organizing committee. Each player on the team must be entered into the Algonquin College Skills Competition prior to a team member taking part in a second event. Each participant must compete in full equipment including neck guard. Please note that all players (other than goaltenders) must come dressed (all equipment other than skates) to the SKILLS COMPETITION. There will be no dressing room space allotted for the competition. NO HOCKEY BAGS WILL BE ALLOWED IN THE BUILDING DURING SKILLS COMPETITIONS. ALL PLAYERS MUST COME DRESSED (goalies exempt) Any team not participating in the Scotiabank - Canadian Tire All-Star game and/or Skills Competition may face some, or all, of the following disciplinary actions:
